Raikiri is listed as an S-rank jutsu.



Tsukiyomi causes mental strain. People with a high fortitude can resist or even break it.

Kakashi resisted it, which was met by some surprise.

Sasuke broke it with his intense resolve to kill Itachi, this is especially noteworthy since Itachi said that the Sharingan can't help.

Tsunade also has to make direct eye contact, and Madara couldn't succeed in putting her in an illusion.

I don't think you just "get used to" Tsukuyomi. It's torture. Even if you've experienced it once, if you go through it again, you'll still suffer.

Itachi can do whatever the hell he wants to you for 3 days (he changes your perception of time). Kill you repeatedly, drive nails into your body, etc. Whatever the hell he wants. Tsukuyomi's damn dangerous. I wouldn't say it's a oneshot, like it was in Part I, but it's something you want to avoid at all costs.
