To say there are no restrictions on eyes users is the same as saying they have the body to supplement all these eye techs, which they don't. Madara had to achieve the body to even bring IT in fruition. Body grants immortality, adaptation to all nature elements, TSB, op chakra reserves, stamina, durability, sensing, increased body strength etc. All it takes is for the eye user to use one or two chakra exhausting eye techs and he is done for, no sensing on his part, lesser body speed and reactions, lesser body durability, stamina and reserves. You may as well say the eye user is a crippled, immobile Nagato (minus the genes and large chakra pool)

There is a reason why most eye users couldn't use eye techs to the degree of Kaguya and Hago, they didn't have the body. The eyes sitting in Obitos cave in jars are useless with out a body, you may as well ask what is more useful, pickled sharingan or Sakura. Body don't depend on eyes for strength, eyes depend on the body, and without a sufficient body, there is no way the eyes can be sustainable for long, nor use eye techs in the most powerful form with little to no drawbacks.

There is a reason why Hashirama was held as the strongest shinobi and Madara was always a step behind. Guess what the God Tree and Hashirama have in common?.. Hashirama's KKG is virtually that of the God tree itself, same use and capabilities.

OT: Eye powers stomp body powers. Firstly, eye powers come with corresponding chakra which significantly powers up your body. Just look at Sasuke, he's RSM level. Secondly, the enormous, versatile and super hax abilities of the eyes combined is beyond OP. Body powers don't stand a chance. IT is basically GG. Kamui makes you invincible. You can go all other dimension. Capture people in IT and you have infinite chakra and enormous power. HAX AF. ETC ETC.
