Well, Madara's fire Jutsus are very strong, and I would guess he has more chakra and stronger chakra. If Madara does not have Amaterasu or Tsukuyomi, then he might have other techniques just as strong or stronger. It is not like he has the MS with no MS techniques..........

You need Amaterasu and Tsukiyomi to activate Susano'o.

Madara has both, seeing as has Susano'o.

However, wouldn't it make since he can create clones seeing as he created 20+ Mokuton clones at once? How would the process of making Mokuton clones differ from making regular clones other than needing Mokuton for the Mokuton clones? Doesn't make since.

Like I said he very well may have been able to use clones, but I'm not going to give him an ability he hasn't shown.

Sasuke most likely isnt stronger than ems madara but thats because he still a way to go. He hasnt truly been tested on his new abilities yet, whilst ems madara has. We have know idea what ems techniques madara has, the meteors it seems is a combination of the rennigan and ems but nobody is certain.

Anyway from what we have seen the only thing ems madara has over sasuke is taijutsu, kenjutsu, high calibre katon jutsu. As for susano, id give it to sasuke because his enton further boosts his susano's offence and defence

It's pretty clear it was Tobi considering Kisame says "mizukage sama or rather Madara-san" after meeting him the 2nd time and he called him Madara-san and thought he was the mizukage due to him controlling Yagura after meeting him the first time as well. The person in the scans I posted was Tobi, so that pretty much confirms that the person Kisame was talking to earlier in his life was Tobi, not Madara.
