You need to meet the Genjutsu Based Technique Requirement and the Fire-Based Technique Requirement THEN you aquire Susanoo.

Madara HAS SHOWN us a his Susanoo, so somewhere along the line, he met the Genjutsu Tech and Fire-Based Tech Requirements...
