It was Danzo's fault. Obito attacked Konoha with the 9 tails and the elders assumed it was an Uchiha that did it so the Uchiha were secluded from the village, until they got pissed and started planning the coup which led to the massacre. Danzo already knew it was Obito though because when he fought Sasuke, Tobi said they had met during the Uchiha clan Massacre :O

If that wasn't enough Shisui said when he tried to stop the massacre with his KA Danzo took his eye. So Danzo wanted to let it happen.

madara did not attempt diplomacy. he hooped and hollered that the senju was bad and didn't even think about it from his peoples point of view after that he ran away from the village and didn't try to help them but instead tried to kill them. tobirama did attempt diplomacy he tried to give them a good position by making them the police force but it backfired he died before he could fix it. danzo is a **** I cant really agree with what he did but yes he was justified WHY? because the uchiha were planning on killing everyone hiruzen had already tried to find a peaceful solution but they did not take it.

Either Tobirama is an idiot, a racist, or both. It's as simple as that. If he really wanted to give them a good position, he would've gave them one that played to their strengths with no ulterior motives attached, instead of creating one to implement plantation politics. The fact that he did all of that out of a fear that one of them would become as strong as Madara pretty much says the gesture was anything but genuine.
