To use a technique you need hand sign. Chidori need a hand sign. Clones needs a hand sign. The only techniques that don't need hand signs are pure chakra manipulation ( rasengan, bijuu bomb) and doujutsu.

Why sasuke don't do it in part 2 ? Because either kishimoto, in order to keep a panel flow clear made this "mistake" of not showing it, or he is too damn lazy to put them.( if it's volountary or not, I won't be as sure as I stated just earlier, maybe he just forgot like a lot of things)

In the gaiden he do the hand sign with his valid hand so he seems to have remembered some of his previous rules.

The only credible explanation is that he did it in the motion and were not shown. If not, then those are errors, that he didn't deem important enough to correct.

I have explain myself the possibilities of such errors ( because they are mistakes, no matter what fantasy fanfiction you can put)
- He didn't do them in order to keep the panel flow dynamic. ( a voluntary mistake, something comprehensive in a weekly release)
- Too lazy or not had time
