You need two MS to awaken PS. Honestly, PS is not a MS's ability. It the chakra that is hidden in the brain. The only way to access to it is by having two MS. Once that is done, it up to you to master it.

Two MS to awaken Susanoo is all I know of though you could be right since Obito's MS was able to manifest a PS while powered by Rikudou chakra.

Indra also inherited his father's chakra so it's no surprise his Ocular Powers would be amplified.


I do believe that only a Indra transmigrant would be able to acquire Indra's power (Eternal Light) and that he might've had access to all Mangekyou abilities (the Uchiha inheriting some of his powers as they awaken their own
