NO ONE HAS SAID HE IS GOOD HEARTED!!! In fact, he's pretty bad and messed up. but so is half of the characters in Naruto!!! OBITO, KAKASHI, ORO, SASUKE, ETC ETC ETC. Evacuating civilians to safe locations is a very common tactic. He was a war-lord when he was alive and must have used the same tactic for his own people. I doubt he's an idiot.
