Crippling the enemy head-quarters is a basic military tactic. Madara was a quick thinker. He lives up to his battle-field repute. Much respect.

Evilness isn't based on the amount of crimes you commit. Killing a soldier in a war is not Murder. Firing Nukes at a civilian village to intimidate people, however, is evil.

Just because every second madara has spent in this manga has been during a war, doesn't mean he cant be evil.

Evacuating civilians to safe locations is a very common tactic. He was a war-lord when he was alive and must have used the same tactic for his own people. I doubt he's an idiot.

The US bombed Nagasaki and Hiroshima, to stop the 2nd world war. Not to kill as many people as possble. If they wanted to do that they would have bombed Tokyo. Madara destroyed the village to show intent and for it to be a deterrent. Just like the us did during 2nd world war. This is called war tactics, and Madara is an expert at them.

Mei and her teams conversation with the Countries heads and Village Leaders - an unknown Village head was shown to be taken to a safe location - prove that all places were evacuated. Sasuke also stated that he passed several towns that were completely empty.

As for the crying faces of Team Asuma, then they signed up for war. Casualties happen and crippling the Headquarters is clever thinking. Nothing inhuman or cruel about it.
