he had edo tensei, s/t, and was the best waterstyle user in the world, he could use the water dragon bullet tech with only one hand seal, anyone else has to use 44, and he was stated to be on almost equal terms with his bro, Tobirama not only has potential to be top 5, he has potential to be one of the strongest kage period.

I see his very underestimated here on NarutoBase, obviously because people have a lack of knowledge about him, and that's why I'm here to inform you, okay lets begin :

Abilities

• He is globally recognized for his powerful Edo Tensei, which was then perfected by Orochimaru.

• According to Minato, he was a advanced Space-Time User

• Tobirama with his index finger touching the ground, he could detect presence of a enemy at any number

• He was known for using Suiton without any water source close by, either from thin air or from his mouth.

How it works:

In air/oxygen, there is a little amount of water in it. Tobirama uses his chakra to gather all the water out of the air particles and conduct it into a Suiton Jutsu, from my analysis he must have had a very high level of chakra control, surpassing a Medical-Nin like Tsunade I suppose. Don't make a misconception on the Hidden Mist Jutsu, as that just gather water together in air, not separating it.

Space-Time Jutsu

For this to be possible, I think Tobirama could turn his entire body into water, from there on he turns it into vapor or just highly compressed water particles, thus giving it a "teleportation effect". Its like boiling water, having the steam rise and water appear on your roof. Well anyway thats what I think. So he could have teleport anywhere at any speed because of his body in a molecular water form, possibly the same speed as light.

• The only known Suiton user to use Suiton: Suiryudan no Jutsu with 1 Hand Seal, as it requires 45 Hand Seals to perform. Meaning he is shown mastery over this jutsu, automatically making it easy for him to do any Suiton jutsu by then, making him the best Suiton user.

Note:

Similar to Sasuke and his Chidori, in the past he needed seals to perform it, now he doesnt lift a single finger to activate it. This also make him have to use no seals when performing any Raiton jutsu, showing his mastery over Raiton.

Tip:

To know when someone has mastered a element, he doesn't require hand seals to perform it.

tobirama was really powerfull ninja with jutsu like edo tensai .!! he can't be just fodder as you are saying. but i do agree something people just over rate him . espicially when when people like dr.proof says he is better then S06P

dude he was a kage that is proof enough that he was very powerful
and yes he can manipulate water without any water source nearby...he was the strongest water manipulater that ever lived
he can tel location and number of enemies by just touching the ground
he invented edo tensei....so what if he didnt perfect it maybe he invented it right before he died and didnt have time to master it just like minato didnt have time to infuse an element with the rasengan because he died before he could
he had a s/t technique .....bringer of darknes

He was definitely a competent man...no one can be a Hokage without having more than decent combat experience.

But he was more of a "scientist" than a fighter.
