Danzo is not a criminal, and hit was not a wicked scheme. Danzo ran on pure logic, on what was best. To be "evil" you have to have a sense of ethics to actually choose the evil path. Danzo was beyond that and chose what he believed to be the best thing to do. In this case the Uchiha were planning a coup so THEY were the evil ones, and Danzo, as a hero had to save his country (Assuming he didn't do this just to obtain a bunch of Sharingan). In the end, Danzo wanted to save as much lives as possible, and snuff out potential future issues since the Uchiha were always proud elitists.
Now to go to the ethical person, Sarutobi...Every country has political power, which is why the series has FEUDAL LORDS. Things go beyond me power, as you saw how important INFORMATION is to Danzo. Are you saying Harishima was a dictator who did as he pleased without a council? Where is your evidence to that assumption? Just like Tsunade, Sarutobi, Gaara, and the rest, he must have followed rules. Hiruzen was trying to stall for time to come up with a solution, but he did not foresee two things: One...That Danzo would speak and pressure Itachi without his consent or knowledge. Two...That Itachi would have no faith in others by stalling for time like he had told him to. Itachi chose Danzo and assassinated his people (AND empowered a terrorist like Tobi with all those Sharingan...) without Hiruzen's knowledge.
So in reality, the order of accountability is...
Uchiha > Itachi > Danzo > Council > Sarutobi > Orochimaru
