People think he is strong because he took on Orochimaru, Hashirama, and Tobirama at the same time. But they were under Orochimaru's control, and wasn't at their full power from what I know of.

Kabuto healed Sakura when she first got attacked by Naruto when the Nine Tails took over.

I didn't know that. When Madara said he could heal himself I figured he could heal others too. If that's the case then it's Tsunade. Then 2nd would be Chiyo.
