For the first one, it is said that since Orochimaru was in complete control of them that Hashirama and Tobirama weren't at their full strength. And just imagine Madara with just EMS and Rinnegan. Getting Hashirama's cells in Edo form wouldn't turn a weakling into someone like that. I'm not sure...

Itachi may be sliced, but he's Edo. He'll regenerate until Edo Tensei ends or until he gets sealed. No need to attack at full strength yet.

He can't use his full potential right now though. He was told not to kill Kabuto, if they were trying to kill Kabuto they wouldn't have to hold back on their techniques. He has to try injuring Kabuto, without killing him.
