1. The bloody mist was said to have been under Yagura's rule and suspected that someone was controlling him. It was shown that the bloody mist existed when Obito was just a kid, which means he couldn't have been the one to initially control him in his jinchuriki state.
2. When Yagura was controlled as a perfect jinchuriki, then how did the Sanbi escape? Bijuu are only able to escape their hosts if pulled out or if the host dies, then their chakra reincarnates sometime later. But if Yagura was controlled, then why was the Bijuu not simply extracted into the gedo?
It makes no sense. That's why you can't simply say he was controlled while being a perfect jinchuriki. There was definitely something more than genjutsu at play.
