Why do people think that Sasuke had more power up than Naruto??

You gain sagemode once you absorb natural energy into the body and combine it with chakra to create senjutsu, you can't have sagemode without having senjutsu since creation of senjutsu is what enables one to have sagemode. The fact that the body can go into sagemode means that you've already amassed senjutsu into the body. They're one in the same power up.

CM uses Orochimaru's Senjutsu chakra to fuel Juugo's enzymes that dwell within the victim producing a state similar to Sage Transformation. SM involves balancing your body's chakra with Nature energy to produce Senjutsu chakra. The CM doesn't do that

Nagato's basic use of the Mazo left him a cripple and has no unique Rinnegan ability like Madaras limbo and Sasukes Amenotejikara

Because he did. 8.5 versus 0.5 as far as Bijuus are concerned is a stand-alone statement which justifies it. Even though they're generally equal, Sasuke needed to generate a lot more power to match Naruto who was on defensive, had less power in quantity and had already been a lot more active in the war.
