Who was the worst/biggest failure of a hokage?

I'm gonna have to say Tsunade, she failed to do anything outstanding for the village.

Tobirama. Because he left the village in the hands of children. But at the same time, he left the village in the hands of Hiruzen, the greatest Hokage of them all. Tobirama also invented Edo's, if it wasn't for him Madara would be dried up bones by now..

I am going to say Hiruzen, he was far to lenient in the way he did things in my opinion.

Here are some highlights for each hokage's platform
Hashirama- Founded the actual village, stopped Madara when he wanted to attack the village.

Tobirama- Established the infrastructure of the village, setup many organizations like the Police Force and Chunnin Exams.

Hirzuen- Most loved hokage, longest reigning, longest peace, thwarted Orochimaru's ambitions to destroy the village.

Minato- Saved the village from the Nine Tailed Fox attack.

Tsunade- Healed villagers during Pein's invasion.

Hiruzen's biggest failure was allowing Danzo to do shity things when he knew full wel what damage he brought on the Village. he could maybe stopped the Uchiha massacre. if he talked with Itachi's dad(the leader of the rebellion) instead of doing nothing and ignoring Danzo.

Either Tobirama for the state that he passed his title in or Hiruzen for being too lenient. I'm leaning towards Hiruzen even though I really like the guy.

Don't know much about Hashirama and Tobirama. They haven't been in the Manga until recently.
Hiruzen did a lot of good and bad things.
Minato had a very short time as Hokage but did awesomely while he was.
Tsunade has done one or two things (healing people in the fight with Nagato). But overall is the "Worst" kage.

It was minato he couldn't kill the masked man which was a 13 year old boy and now because of that madara is back and rapeing his ass. Tsunade was a good hokage still better than hiruzen because he let oro live and danzo do whatever he wants.
