Here are some arguments I've seen against each hokage:
Hashirama- Let his problems reach the next generation

Tobirama: Made controversial decisions and jutsus that seemed to be harmful

Hiruzen: Allowed Danzo to commit crimes without any punishment

Minato: Died when the village needed him the most

Tsunade: Allowed the village to be destroyed

I think it's between the 2nd and 3rd. Because Hashirama founded the Village and defended it till his death. Sure, he made issues too, but as far as being the Hokage goes, he did a good job as a leader. And Minato's defending the Village lead to his death. Plus Minato wasn't Hokage long enough to have any kind of negative effect on it.

Where as the 2nd just created many problems, then left and passed on the title and issues during a time of War. The 3rd had to deal with those problems and had problems of his own, namely Danzo being his biggest problem.

Hashirama IMO. Perhaps the only reason that made the village stand in his regain was because Tobirama was with him
to give him Pieces of advice. @.@

Btw Hashi was a soft, idealistic fool.

Offtopic: Kurome Chan is love. Kurome Chan is Life.
It seems Hiruzen's supporters are also very passionate about him. Perhaps him being the most loved hokage relates to his success?

There is no "worst hokage", each hokage did and had an important role in the storyline, there is not point in crying about it
People try to even out the score ;]

Btw Hashi was a soft, idealistic fool.
That's right , Minato saved the village & took back Kurama to the leaf .
Tsunade always stood up for her ideas & never let the elders or Danzo stepped on her like they did with poor old Hype Sarutobi(+saving everyone on the village after being destroyed) , the idealistic fool is nothing more than a Jester .

I don't get why everyone bashes Hiruzen for being too lenient and peaceful. Hiruzen was the longest serving Hokage and kept Konoha peaceful the longest. Hiruzen also sacrificed himself to save the village, a similar feat to Minato's sacrifice. IMO Hiruzen was at least the second best Hokage.

OT: Tsunade let the village get destroyed 'nuff said.

Hiruzen was nothing but a puppet ....you gotta admit that And Kurome chan is love .
Puppet? Hiruzen stepped down VOLUNTARILY, only to quell the blood thirst in his armies ranks, and prevent them from continuing the war. Like a true man. He then selected Minato to safeguard his ideals and interests. Then after Minato's death, there was NO ONE in the village worth becoming Hokage, so he became Hokage again. Danzo if anything is a muppet, something Hiruzen kept to scare everyone off of the consequences of what would happen if he left. Hiruzen was a master politician, it is for this very reason he ruled the longest, and was loved the most.

Nah but to be serious, surely one hokage stands out as being the worst?
It is very similar to presidents.
