Its between Hiruzen and Tobirama, though Tobirama has established the most good things in the village making him best Hokage as well as worst due to his prejudice and racism towards the Uchiha as well as one of the reasons of Madara's escape, making him the worst as well.

I agree, but we have no idea how long Tobirama have been a Hokage for.. Hiruzen had way more years under his belt to fix the issue w Uchiha, that is where I see Hiruzen's failure

Yeah, i realize I put it the wrong way.. Asuma seem to be a rebellious kid so he didn't listen to his father and all, I'm Asuma fanboy so I wished for more interaction between them.. I'm sure many Kakashi fans feel the same w Sakumo, Itachi w Fugaku, etc

Asuma learns later in his life that Hiruzen was good father and hokage. I also think there relationship is shown through the Sora filler arc.

Hashirama distributed bijuus to other villages, weakening Konoha. That is so much fail on so many levels.
Tobirama invented troublesome kinjutsus only to be used by Konoha's enemies.
If you count Danzou as hokage [he was hokage in the anime] then he could take number 1. During Pain's invasion of Konoha, he didn't even lift a finger and even delayed Naruto's arrival by killing a messenger frog.

Hashirama's purpose to distribute the bijuu was so the power could be balanced.
I didn't list Danzo as an option since he never entered the hokage office officially I think.

Yeah but if he didn't give the bijuus away, Rin wouldn't have had a bijuu shoved in her and she wouldn't have committed suicide via Kakashi's raikiri. Obito wouldn't have seen her die which is basically the root of majority of the conflicts in the series.

Nah, that kind of blaming is going way too back. The main source of Obito's problems was not cause of Hashi's bijuu exchange but how that specific bijuu was used.

They wouldn't have misused it in the first place if they didn't have it to begin with. His biggest flaw is his wide-eyed idealism.
