Orochimaru.

J-man got a huge scar on his chest and nearly died (he said so himself) from 3 or 4 tails Naruto, Oro on the other hand handled 4 or 5 tails Naruto (forgot the exact number of tails).
Also J-man AND Tsunade together couldnt take down Orochimaru so he is the strongest one.

From what I could see Oro is clearly stronger.

Its jiraiya, he can absorb orochimaru with a technique even this internet site hasnt listed yet. I believe its one of the most powerful jutsus aswell and im not talking about the stomach. If orochimaru used edo tensei aswell as kabuto right now he would propably have no problem beating jiraiya but I think there would still be a struggle. Jiraiya also knows a shitload of techniquezz

I dont think you can really throw edo into the mix, its illogical.. For example that would make Kabuto the strongest ninja in history.. e.g. Kabuto plus every powerful ninja that has ever existed vs J-man.

I think that you have to take it out of the equation.

jiraiya obviously.....as jiraiya has such wide variety of jutsu and with his sage mode he is unstoppable. but he would be facing serious competition from orochimaru...

jman got the scar just because he ws nt trying to fight naruto bt ws training with him n he will never fight naruto... while oro ran away in between the fight
oro fought jman n tsunade nly because jman ws only on his 30% n ws nt able to cntrol his chakra because of tsunade...
