Itachi and Shisui.

You can consider Shisui to be the greatest but this will only happen twice in 10 years (1 use per eye every 10 years)....

Once he's used Kotoamatsukami's two usage.... he has nothing to back up his hype.

Itachi is the most well rounded Genjutsu user.... and while Shisui can make people commit Seppuku with his genjutsu.... Itachi can kill 99.999% of everyone he faces with Tsukuyomi... and he can use it up to like 6-7 times on a full Chakra usage.

Itachi will always be rediculously powerful with his genjutsu... while Shisui will hit a low for a very long period of time.

Kotoamatsukami's cooldown without Hashimara's cells is simply rediculous....

For that i say Itachi is superior than Shisui.

I am going to say Itachi, seeing as it was "his thing" when he was first introduced, and everyone was afraid of him for that reason. Plus he has set up some crazy ones like:
- Implanting Shisui's eye into Naruto and creating it to trigger when a genjutsu is used on Naruto with Itachi's own eyes.
- Made his Amaterasu/Sharingan trigger within Sasuke at the face of Tobi
- Used Izanami efficiently

Strongest genjutsu: Shisui via Koto Amatsukami

Best at Genjutsu: Itachi, Obito, or Madara.

I'll place Itachi above them since he has shown more diversity and different types of genjutsu to use during different situations. Tobi was capable of controlling the Kyuubi and a perfect Jinjuuriki(most likely Madara in this case) and also killed Konan via genjutsu after making her tell him where Nagato's corpse was hidden, and Madara was not known specifically for his genjutsu but was also good enough to control the Kyuubi as well. Tobi and Madara are stronger genjutsu users but Itachi has a larger set of genjutsu to use during different situations(from what i've seen). So in my opinion, Itachi is currently the best and most versatile genjutsu user based on what i've seen. Tobi, Madara, and Shisui's genjutsu arsenal fall under the most powerful genjutsu that i've seen but not the most versatile since I haven't seen much genjutsu from them.

In terms of versatility and skill without a doujutsu Kurenai probably has the best genjutsu that we've seen, the sharingan is just too good at seeing through them. Next to Kurenai is Ma and Pa via frog song.

But when including the sharingan, then Itachi or Shisui probably have the best genjutsu, though we haven't had a chance to see what Madara is capable of with genjutsu. I can only assume he has Tsukyomi since his plan involves placing the entire world under a more intense/powerful version of it.

Overall I have to give it to Itachi, his skill with genjutsu has been shown to surpass anyone else we've seen, Izanami, tsukyomi, and even his regular genjutsu are all powerful.

People are listing Itachi's and Shisui's abilities like dumbasses. Danzo is a better genjutsu user than Shisui in this area.

Obito has unsurpassed feats and people need to quit denying it.

1. Controlled a perfect Jinchuriki
2. Actually killed someone with a genjutsu
3. Held two people in a genjutsu for a prolonged period of time

Abilities are pure shit if you don't have feats with them.
