Who is the best in Genjutsu?

Tobi controlled a perfect jinchuuriki when genjutsu isn't supposed to work on a perfect jinchuuriki, so I say Tobi or Itachi,

Itachi... i wouldnt say shisui because he can only do it 1 time a decade so its not good enough.

No not just any person can use MS u'd have to have alot of chakra but chakra has nothing to do with it but low chakra will effect

Shushi was known as the most powerful genjutsus user,since KA works for only ten years,how old was shushi when he died?,his eyes were both working fine,and he had to have used his KA more than once,or had some other genjutsus to be known as the most powerful genjutsu user in the uchiha clan,and did people say ka was weak?,KA is the most powerful visual genjutsu,and shushi had to either use it multiple times or have other powerful genjutsus to be known worlwide. Danzo could use KA every ten minues,that made him prettu OP. Sm kabuto with his sond gen is the most dangerous,as even if you hide you will still get caught,and many people can be caught at once,and even itachi himself needed help to break free from it.

So my list for notable genjutsus users are
danzo
itachi
sm kabuto(dosent constantly use genjutsu,if not he would've been higher)
shushi
tobi(only uses genjutsu outside a battle or at the near end of it)

ok to stop everyones opinions on whos the best in genjutsu, it would be 1st. shisui, becuase he has the stronges doju power of all the Uchiha, 2nd, me personally would be Jiraiya, because he uses sage mode witch is strongest mode, even stronger than a jijuchicki,,3RD is itachi, itachi would have been my first i it wastnt proven that shisui didnt have the strongest doju power, but in sage mode jiraiya dominated when he used his own weakness, and it look more bad ass than itachi's, .. but itachi is cool ass f(*k because he could either bounce his doju off his finger nails or just acctivate his doju AkA eye power and hit you with it with out looking at you,. but the scariest doju ive seen was itatchi's, when he fought sage kabuto

Danzo is garbage at genjutsu he was able to you KA but it wasnt strong.How is he higher than itachi?
