But seriously, I think Madara is. He's the only one with perfect susanoo, and he has the other cool sharingan genjutsu techniques...and the rnnegan. Plus, he came up with the moon eye plan.. that's some heavy duty genjutsu.

Once Shisui uses Kotoamatsukami he cant use in a decade(hundred years), so its pointless.

If Itachi wants to he can turn Tsukuyomi from a mind trick to basicly killing someone just by looking at them.
Itachi controls time in here. When he used Tsukuyomi vs Kakashi he chose to stab him for 3 days which was i think 1 second or so in the real world. I see Tsukuyomi as what happens in there will make it feel like its happend in real life. So them stabs Itachi did to Kakashi for 3 days must have felt so painful and thats why he got put in a hospital.
Now what if Itachi speeds up time so that he had 1000 clones slashing his body over and over for 100 years in the genjutsu and it all happend in 1 second in the real world. All that pain would definitely make the target either die from that much pain or would make them in a state that they was nearly dead and all that happening in 1 second can be used on even a PJ.
Even if the PJ broke free so its no longer affecting him/her after them 100 years. That 1 second feeling like 100 years will make them unable to move at all. Sasuke is way below Itachi in genjutsu so you can't compare his when used on a PJ to if Itachi uses it on a PJ.
(I said about Sasuke as Killer Bee got up and was able to move after his genjutsu which if Itachi used it he would not be able to move).
