People are listing Itachi's and Shisui's abilities like dumbasses. Danzo is a better genjutsu user than Shisui in this area.

Obito has unsurpassed feats and people need to quit denying it.

1. Controlled a perfect Jinchuriki
2. Actually killed someone with a genjutsu
3. Held two people in a genjutsu for a prolonged period of time

Abilities are pure shit if you don't have feats with them.

1. shishui - has the most powerful genjutsu in the series, other abilities are unknown...
2. the genjutsu painter who was taught by anko...her genjutsu can reach you even if you're on another place by just painting your face and wiping it off...
3. itachi - great variety of eye jutsu in the series...

Once Shisui uses Kotoamatsukami he cant use in a decade(hundred years), so its pointless.

Decade is 10 years not 100 !!! And still Kotoamatsukami is the strongest genjustsu, the fact that he can use it 2 time in 10 years doesnt mean that Shisui isnt the strongest genjustu user.

Shisui and/or Obito.
Obito can counter Itachi's Tsukuyomi just as Sasuke did. Obito can control a Jinchuuriki with standard Sharingan, Itachi nor Sasuke are capable of doing that.

I say Itachi is first on the list because Genjutsu has become part of his fighting style, just like Obito's Kamui.

Any Uchiha with MS can control a Bijuu which then can also control a Jinchuuriki, as long as you can control a Bijuu you can do the same to a Jinchuuriki
