Uh... if he had the most powerful genjutsu (as you say)... AND HE TRAINED THE SHINOBI YOU LISTED AS #1 (ITACHI)... Id say it makes HIM #1 in genjutsu.

Itachi is clearly the best genjutsu user in the series. Im not going into what bee said because even then you can brush that aside by saying shisui has been surpassed, however ill include what bee said. Bee said he is the most powerful genjutsu user. If we take what he said literally, he is talking about ka which made him the most powerful genjutsu user. However there is powerful genjutsu, then there is actual prowess in genjutsu. These two are different things and whilst we dont know about shisui's actual prowess in genjutsu we do know that he wielded the most powerful genjutsu. However itachi stands above him by quiet a margin might i add. In terms of power, he has tsukuyomi which depending on how many hours itachi decides to cram into instant he can kill. Then there is izanami which i need not go into detail. If we were to make KA as itachi's arsenal then he also has this ability since like so many others in the series, they have gained power from a different source and itachi himself recognises it as his power;

Clearly in terms of power, shisui has been surpassed. Lets assume what bee meant was profiency, still he has been surpassed. Itachi is the only uchiha so far who's genjutsu prowess isnt limited to the sharingan, so far all the uchiha's we know who have demonstrated genjutsu, its all been derived from the sharigan. So how can one say one has true mastery over genjutsu when their ability is limited to their eyes against somebody who's proficiency isnt;

What mastery of genjutsu has any other uchiha shown outside the sharingan?. Shisui most likely fits into the majority if not all uchiha's who's genjutsu prowess is limited to the sharingan excluding itachi.
Thirdly, Ao has fought shisui and identified his genjutsu and chakra though danzo's use of ka. However the first person who came to his mind when genjutsu was mentioned and the ability to control people from long distance's Itachi is the first and only person who came to his mind. Shikaku arguably the smartest character in naruto's also came to this conclusion. Both knew shisui, Ao from his fight and shikaku because he is a konoha shinobi yet the only person who they though of was itachi and only him;

He is the only person who has demonstrated some resistance to genjutsu even B rank. Kurenai's B rank genjutsu Magen Jubaku Satsu was said not to work on him;

His prowess goes on further when he demonstration an ability that nobody else has shown in the manga, genjutsu counter in Magen Kyo Tenchi-ten. It still does finish there. He again showed his genjutsu prowess when he cancelled genjutsu with genjutsu when he told sasuke to look in his eyes. Genjutsu manifests when a ninja extends their chakra flow through the cerebral nervous system of their opponent. One way of countering genjutsu is the 2 v 1 method where your ally inserts their chakra into you to disrupt the flow. Itachi was able to use this 2 vs 1 method using genjutsu itself to counter a fellow genjutsu. If the basis of genjutsu is extending your chakra flow and one method of breaking it is your opponent inserting their chakra into you, it makes sense for an ally to be able to break free his/her fellow ally from genjutsu using their own genjutsu because they cancel this extending of chakra from the opponent.

y'all are 4gettin sumtin....remember when (i tink its was kakashi) mentioned d types of genjutsu ranging from visual, sound, and seal genjutsus...visual is normally done by the uchihas and their sharingans...seal based genjutsus like the 2nd hokage does that....n finally sound based lyk tayuya of the four sound ninjas (in d 1st naruto series) or JIRAIYA n his frogs....i vividly remember when it was said that sound based genjutsus are the most dangerous coz one cant easily evade them..like jiraiya's was pretty bad ass....tho, 1 shud look at the question...i tink Itachi specializes in genjutsu thus that makes him the best user...i mean cmon, his isnt d deadliest but if u look @ it ...TSUKUYOMI, IZANAGI (probably), IZANAMI...dats BADASS..

@Blaze Release nice explanation as always but what makes you believe that Itachi is the only one who can use Izanami? Don't you think it's highly possible that Shisui could use Izanami also since it's a common Uchiha technique? What makes you also believe that Shisui couldn't use genjutsu outside of his sharingan? Like i've said we only say Itachi is better because he has shown it. Shisui has basically no screentime to be able to say what he can or not, but by hype, Kishimoto clearly stated that he was the best genjutsu user in Uchiha clan
Shisui was known for KA and his body flicker tech.manga says nothing else about him using Genjutsu. In the event he becomes unable to use ka, he has no other (shown) genjutsu.meanwhile, itachi has shown tsukoyomi,basic sharingan genjutsu, that one genjutsu reverse thing he used on kunerai,and of,course the grow genjutsu

Shisui ****ing use KA and make itachi use tsukuyomi on himself. It was never stated that shisui can only use it once a decade but it was stated while KA was no longer in shisuis control that it takes a decade.

you should calm down before something bad happens to you (a stroke) .... this is not how you debate specially when you call your self logic. shisue has stronger genjutsu than itachi (as stated he had the strongest genjutsu) now this is going far because like you said we didn't see shisue fight so we can't say that he was better than itachi at HOW he uses genjutsu in combat but that also means that we shouldn't say that itachi is better. here is the point and i will try to make as simple as i can for you to understand, shisue was revolved around genjutsu and was a strong and well known shinobi (itachi's mentor) with the strongest genjutsu so that tells you that shisue may or may not be stronger than itachi as a HALL FIGHTER but it makes it kind of clear that he is the best in using genjutsu since its what he is known for. logic please stop what your doing .... i cant take you seriously .... and use some REAL logic for a change
