Strongest Shisui.
Best versed Itachi.
My favorite Kurenai. Don't ask me why. I think its cause the roses remind me of traditional japanese culture and tattoos but I'm not sure...

It clearly says Koto Amatsukami is the most powerful genjutsu, but read what Itachi says "I embedded the command Protect Konoha," I embedded his eye into that crow."
This clearly means he can use KA, plus Tsukiyomi, plus his countless other c-a rank genjutsu.

If anyone disagrees that Itachi is the most proficient user in the art of Genjutsu, they are completely delusional or on crack.

Shisui has the most powerful genjutsu, but that itself cannot make him the best user.

On topic: Itachi.

How doesn't the most powerful genjutsu make them the best user? His intelligence was on-par with Itachi's, and his genjutsu was more powerful. In other areas, Itachi surely won. But in Genjutsu? You don't get points awarded for style, simply technique.

It's a matter of how you look at it. Shisui VOLUNTARILY gave Itachi his eye. That's all there is to it. It's not HIS genjutsu, it's Shisui's. He ISN'T USING it, Shisui is. Period.

Furthermore, it wasn't said that Shisui could only use Koto Amatsukami, it was just the technique that awakened in his eyes. Meaning, being a MASTER of genjutsu, it would NOT be UNUSUAL for him to have COUNTLESS mid-level Genjutsu at his disposal. Until Kishimoto proves otherwise, Shisui is atleast tied for the #1 spot. End of story.

Ah, for real guys, wha are you even debating about?

If you only take the characters that we have seen a lot then it would be Itachi.

If you take characters that we only have heard rumors about into concideration, then it would be the sage of the 6 paths.

Who even started with that whole Shisui thing? He can not use as many genjustus as the so6p and his eyepower is not as good as his. Plus we know pretty much the same thing about those two, and that is mostly nothing.

But that whole Itachi vs Shisui thing makes no sense. Either go for Itachi or for so6p depending on the point of view, everything in between makes no sense.

i'm a itachi fanboy but i choose shisui over itachi as the best genjutsu user. but when we talk about the wisest shinobi, it is probably itachi.

Shisui has by far the most powerful genjutsu technique, but he's definitely not the best user because of Kotoamatsukami's weakness, that is it can only be used once every ten years. Obviously, this might be a little bit of a problem. As far as I know he never used any other Genjutsu techniques and besides, he's more known for his proficiency with the body flicker, isn't he? So Shisui's out.
Then there's Itachi and Tobi. Itachi is by far the most naturally skilled, I'm no fanboy but he IS the best. He doesn't even have to use MS ever, all he needs is to point his finger. Look how easily he defeated Kurenai - another genjutsu specialist; she didn't stand a freakin' chance, he turned one of her best techniques right around without even trying. Itachi's boss when it comes to Genjutsu. Tobi, as mentioned by other people, maintained a genjutsu on the Mizukage (also a jinchuriki) for years. He's damn good. Of course, that might have been the real Madara at that point in time.
But the ramen guy is obviously the best genjutsu user.

Itachi as he is more knowledgeable about different types of genjutsu and different level of genjutsu, also overall experience and intelligence add points.

Shisui had a hax ability, but we do not know how skilled and experienced he was; logically Shisui would have to had been good, but since we do not know much....Itachi, it is.

Tayuya, she can control tens of genjutsus when she enters level 2 of her curse mark. And her genjutsu caught both itachi and sasuke when not even using the curse mark. Masashi had to use plot for them to get out of it.

Itachi can come in second.

sharingan is another shinobi tool. its only as powerful as the shinobi uses it.
itachi knew how to use his shit. hes the best sharingan user..

I changed my mind. Sage of six paths was the best in genjutsu.
