In one battle she managed to heal 3 kages from severe injury and exhaustion, regrow her stomach and back twice, heal from the heavenly transfer technique, and attack using chakra when Tsunade herself said healing requires a lot of chakra.
Jiraiya- Has SageMode, has an expansive array of jutsus and is capable of using a large number of them in battle. At 30% he can do a partner jutsu with Gamabunta which creates a flame the dwarfs all of the legendary Sannin's summons.

Kisame was nicknamed the Tailless Beast for his amazing amount of chakra.

The 3rd Raikage lasted a week against an army of shinobi using the raton shield [ Which imo would use a massive amount of chakra ]

I am going to assume that Kakashi is a major joke. Still even ignoring that, your list is all sorts of messed up.

Nagato, and Naruto are way way above Hashirama, Tsunade, and Madara.

You say that Naruto always runs out of chakra, but what you forget is that he used to constantly waste more chakra in each fight than most ninjas use in the course of a war. The amount of chakra he wastes by spamming clones is insane.

As for Nagato, he had the chakra to first kill the entirety of Konoha, fight the strongest jinchurikki, then bring back all of them to life. Way way more then Tsunade, Hashirama, Madara, etc.

Pretty much agree with this. I don't know if Naruto would be above Kisame and Hashirama, because yes, he does waste a lot, but a lot of that is leaked chakra from the kyubi or from sage mode. I'd probably put him sixth after the Raikages but that's just me. The last ones seem right but they're not that important.
