that only really works if its a small patch of fire. what if her hand catches on fire while she tries to cut her skin off? pretty counter productive

She could just cut her hand off and it would regrow. His "counter" wouldn't work in battle for a lot of reasons, not to mention it has zero battle usage since Tsunade would've to stop and then perform self torture surgery while her opponent just waits there patiently.

That's not how it works. Ama inflicted part would have to remove, yin seal wouldn't slow the progress of the burn/flame but heal the damage. The flame could still move with her having the seal up. Being on fire while being healed doesn't get rid or decrease the amount of flame on her.

if i set your shirt of fire, it growing more fabric isnt going to fix the problem. if you cut the short in half and threw it on the ground, but the shirt regrew its fabric then the fire would spread to the other half of the shirt.

This will only result in some weird form of masochism :|

I don't think Tsuande has ability to use oral rebirth. After all, Orochimaru and Sasuke are only ones who can use Oral Rebirth technique.
