Well If Edo Hiruzen's feats as taken as Alive Old Hiruzen's feats then I would place Old Hiruzen in top 20....or top 25 at the worst.

However Prime Hiruzen... actually depends if he can perform Hidden Secret clan techniques also as: Shadow techniques of Nara clan, Expansion technique of Akamichi clan, Mind techniques of Yamanka clan etc.

If yes, then Prime Hiruzen would get barerly into top 10 list in the end of it and #10th place

Its called comedic relief. For example in one piece, Luffy is made of rubber and punches aren't supposed to hurt him. But everytime Nami punches him, he feels pain for comedic relief. Same concept applies to the scan you provided as "evidence".

They may have done it, but the way Hiruzen spit out those elements was with so much skill. You could see the way he opened his mouth that he has the greatest experience of all and that he's truly the God of Shinobi. Don't forget he only used 1 handseal! Madara and co all have to use like 50 handseals for their strongest attacks.

Anyone who is trusted by Hashirama and Tobirama to protect the village during the wars is bound to be powerful. It's common sense that he is worthy of the title Hokage since it was given to him by 2 monsters of Hokages. Learning the skills and knowledge from the 1st and 2nd, Hiruzen was able to get the village through 3 Great Shinobi World Wars. Having the longest reign of Hokage. 40+ Years. He's clearly top 10.
