I never said he cannot use Kage Bunshin. Where did you come up with this? I said he cannot use Kage Bunshin, summon Bunta, use FTG multiple times, and Rasengan and feel comfortable with his chakra levels.

come on Tobirama was killed by a group of 17 unknown ninjas. That must be totally embarrassing for a hokage level ninja. All Tobirama had to do was buy some time and then return back home. But despite having FTG he could do nothing. I bet Tobirama bought the best suiton user title by money.Take credit for edo tensei/ S/T jutsu,kage bushin jutsu from others work just like Professor in university take credit for work of Research Assistant. and got the title of 2nd hokage just because of hashirama's link.

Tobirama (in his part 1 weakened Edo form) was able to produce a Water Dragon with one hand seal. Normally it takes 44. Im pretty sure he could easily do other high level water jutsu in no time at all, and considering he can form water from thin air, I'd make a case that he could have hit Obito in a similar manner to Minato.

FTG Slash works as well though.
