It does. For ninjas anyway. Even Samurais use CC to create Chakra based slashes. Even when a ninja moves, he controls chakra. We have known this this part one. Ninjutsu completely depends upon Chakra Control, so does foot speed and since Kenjutsu requires movement, even that would require balancing energies.

You are arguing that chakra control is used in other aspects of a ninja's arsenal. I'm saying that your proficiency in chakra control does not determine your overall skill set provided that you can supplement your lack of control with proficiency in other areas to achieve desired results. We have seen this in the manga. I even gave you an example.

Naruto, at the time of learning rasengan, didn't have the chakra control to perfom it as well as Minato or Jiraiya. That's a manga fact. Yet he learned the jutsu by supplementing his lack of chakra control with other skills, and thus learned the jutsu his deficiency in chakra control would've otherwise kept him from learning.

Another example, 8 gates. Your proficiency with 8 gates is not hinged upon your proficiency in chakra control. It's a skill in it's own. Kakashi can't even open as many gates as Lee, let alone Gai, both with relatively low proficiency in chakra control due to their difficulty in manipulating it. Kakashi, with great chakra control, isn't proficient in using 8 gates.

Precision in chakra control can improve your other skills, but not being adept in chakra control doesn't mean you aren't adept in other areas. It doesn't get more basic than that.

What do you expect from an Indra reincarnation
