People say that Sasuke possess Tsukuyomi but is weak, not mastered yet and so on... But he do not possess it. I've explained it below along with how Itachi uses Tsukuyomi
Sasuke do not possess Tsukuyomi. Because he already have two powers, First in Amaterasu and the Second is Manipulating and Extinguishing the Amaterasu flames.
From Itachi's point of view, it was said that to unlock Susano'o, two powers must be unlocked that is Amaterasu and Tsukuyomi. That was for Itachi and not for every Uchiha possessing MS.
Sasuke used Amaterasu against Killer Bee as well as tried to Extinguish the flames. He accomplished one power completely, that is, Amaterasu.
The other power met the conditions when Sasuke manipulated the Amaterasu flames against Raikage at the Summit.
And then he acquired a skeletal Susano'o form.
Talking about Itachi's Tsukuyomi :
For Itachi, the Tsukuyomi is the another name for his Genjutsu powers. This is because Tsukuyomi grants Itachi powers to manipulate the time. Itachi is excellent with Genjutsu and that's why he got a power of manipulating the time in his Genjutsu world.
During Kakashi's fight he used Tsukuyomi, Itachi explains what the power provides. The power to control space, time and matter.
During Sasuke vs Itachi, they were throwing Genjutsus at each other as explained by Zetsu. Most importantly Itachi used normal Genjutsu but a powerful one against Sasuke at the start. His Sharingan was three tomoe.
Zetsu said that they're still throwing Genjutsu at each other. That means time passed by as he was viewing them. Itachi didn't used Tsukuyomi at that time.
Take a look when Itachi used his Tsukuyomi on Sasuke. During his fight with Kakashi, Kakashi looked in Itachi's eyes with his Sharingan eye and got caught into his Tsukuyomi.
Now, when do you think Sasuke fall for Itachi's Tsukuyomi?
The time when Itachi appeared suddenly in front of Sasuke with his MS after the rain of shurikens against each other and then cutting Itachi's arm with bigger Shuriken
That time Itachi controlled the space, matter and time, that is the place they were battling against each other. There was a difference in type of Tsukuyomi when he used it against Kakashi.
During the time of battling, Zetsu was not shown even for a single panel to explain the things.
But this is an image of Zetsu where he seems to be shocked at the scene as Itachi plucks out Sasuke's eye. Take a good look. Who's shocked? Its white Zetsu
But the truth is that white Zetsu was amazed how quickly Itachi used Tsukuyomi on Sasuke because Sasuke falls on his knees where he was standing. That was the place where Itachi appeared in front of him.
But Black Zetsu was not confirm whether Sasuke fall for Tsukuyomi or not and then he made a statement that Sasuke overcame the Tsukuyomi.

This explains that Itachi can only use Tsukuyomi when he intends to use a Genjutsu in his MS active state. Otherwise it is just a Genjutsu.
Talking about Danzo's statement
He commented on Itachi's Tsukuyomi because Itachi appeared in front of him with his MS.
He understood that Sasuke used a Genjutsu on him. But compared to Itachi's where he manipulates time, Sasuke's Genjutsu stands nowhere.
