As far as her being a copy of tsunade, it can't really be sustained in a kage argument. For example the 3rd and 4th raikages are basically the same. Also gaara and his father as well as oonoki and muu. Give or take a few defining abilities.

Im not saying she's low or anything im just saying that we need her to get more panel time using this abilities from what we have seen from tsunade yes they are pretty good but sakura? Did she used all of this things at there maxs? No! When i see her going all out with this things then i will say she's kage level.

To be on kage level you need the strengh obviously and the knowledge take mai and tsunade for example both talented and we have seen them with there abilities, but sakura? Has she done anything with her abilities other than healing and punching? Of course not we need more of her using this things.

On a side note: there's nothing more than combat for a ninja's development.
