Edit: NM I see where you were going with that, its funny, I never really associated her with Mito, only Hashirama. Probably because the only person ever mentioned in accordance with Tsunade is Hashirama. Lol talk about a brain fart.

Yeah, I edited my last post, I completely forgot about Mito. She's just never mentioned, and the only person that is ever really talked about when they mention Tsunade is Hashirama. The whole "Princess" moniker is proof of that. Brain fart moment lol

Pretty much.
At this point Sakura is very likely equal with Tsunade, even in terms of skill (i wouldn't be surprised if Sakura scored a 5 for taijutsu in the next databook for example), at least that's how Kishi makes it seem like.
She has everything Tsunade has and can possibly do other things better due to chakra not being focused on making her look young (as we've seen with her strenght), maybe she has somewhat surpassed Tsunade already. The only difference is experience, but Sakura is intelligent enough to compensate for that.
Everything considered she is kage level indeed. Even pre regeneration, healing an army and having it battle instead of her makes it an extention of her power. Not even the 3rd Raikage could handle an army, that's pretty damn strong (and no, i'm not implying Sakura > 3rd Raikage).
