im telling you madara how are you going to determine the winner if someone happens to use a fake jutsu and kills you and then you say that you have a god jutsu that can't be beat that's just impossible and cheating, also what happens if someone wins and you won't accept a lost it would keep going on until it gets out of hand

And tsunade, the fact that u dont have unlimitted chakra and made up jutsu isnt becuz there are no rules!!

that wont happen. There wont be made up jutsus and if i lost i lost but thats it.
The new way would take too long in a war. If u havent noticed there are about 20 ppl on my side and shodiame only has a few and i have 2 kages and a lot of sannin/jjounin/anbu and shodaime has only 1 kage and a few sannin/jounin/anbu so that would be overill for shodaimes side.

i never said u were being unfair but the war this way willl give ur side an equal chance but ur new way will surely kill u all plus half of the ppl on my side dont have there moves ready, the new fighting system isnt perfect yet,and the war would take way too long since there are so many ppl.
