These three reasons are my answer for your question.

- U dont need to know that.
- It would take a lot of time to explain and u would ask too many questions.
- Some things are better unsaid.

I also have questions for tsunade.

- Why are u going to so much trouble over a little war?
- What benefit would u have if these rules got put into action and if u won?
- Why wont u fight without rules just to have fun.
- What would u do if many ppl wanteed no rules in this war?

If I recall war gave all of narutobase peace with ANBU and let them get respect the right way.
