It can be used for that, it can also be used to defend against an opponent's rain techniques (so long as its B-rank or below).

(Shuushi Ame) - Stop Rain
Rank: B
Type: Supplementary
Range: Short-Mid
Chakra cost: 20
Damage Points: N/A
Description: This technique defines the users chakra control and for tactical measures for other techniques. The user creates the necessary handseals and every rain drop stops in mid air or wherever they are

-Done-

Now use your chakra to gather the rain into a dagger-like shape. Have it drop down and and stab into the target, and as it does have the water expand slightly to increase its damage.

*I now procceed to focus chakra into the falling rain drops above the training dummy and use shape manipulation while taking control over my chakra to create a dagger-like figure with the gathered rain drops. Then i manipulate it to impale the dummy from it's left shoulder and expand the size of the dagger making the wound wider and possibly deaper.*

Good.

(Ame Aikuchi) - Rain Dagger
Rank: B
Type: Attack
Range: Short-Mid
Chakra cost: 20
Damage Points: 40
Description: A simple jutsu that gathers the rain with chakra and then forms it into a dagger-like weapon. The chakra gives the water a more solid form so that it can be used for attacks. The water returns to normal shortly after creation. When the dagger cuts into something the water from the dagger expands within the cut to increase the damage.

-Done-

We're going to do a couple more at a time now. For each technique posted I want you to:

1. Preform it.
2. List some pros/cons.
3. Give a situation where it would be good to use.
4. How to defend against it.

First batch:

(Amagasa no Jutsu) - Umbrella Technique
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: A helpful technique for staying dry in the rain. After a few short handsigns, the user can create an invisible umbrella by extending their arm over their head and holding an open palm towards the sky. This "umbrella stops all rain, but cannot stop jutsu that take a more solid form like the Rain spear technique. This technique was actually made to stop the acid rain technique and other average falling rain techniques from touching the user.

(Touketsu Ame Nottori no Jutsu) - Frozen Rain Capture Technique
Rank: B
Type: Supplementary
Range: Short-Mid
Chakra cost: 20
Damage Points: N/A
Description: An advance version of rain capture where the user bounces the rain into the clouds. The higher up they go the more colder they get untill they freeze and come falling down(similar to hail)in the form of a net or a dome to capture the opponent.

*I wave a small sequence of handseals, and then lift my right palm upwards, aiming at the wide never-ending sky, and start to release dense chakra, using special chakra control to form an 'invisible' umbrella made out of the same rain that's falling. This stops rain from touching me, due to having semi-solid properties.

Pro's - Good to defend against other rain users or to avoid having to take cover from one's own (rain) techniques.
Con's - Being B rank, it can't defend from the most destructive rain techniques known. Not to mention it can't block mor solid techniques than itself.

After using 'Big Rain Skill' i would use Umbrella Technique, to avoid getting hit by the big rain drops.
I can't defent from it since it's a supplementary/defensive technique, but i would render it useless by using 'Sticky Earth Drop' to have the large amount of mud, trap completely the umbrella and the user.
-----------------------
*I use chakra control to manipulate a part of the falling rain drops, and having them 'bounce' back into the sky. As far as they can go, to the point where the temperature is so cold that the rain drops begin to freeze. At this point, i simply use shape manipulation to gather and compress them into the shape of a net, and let it fall down at a high speed directly above the training dummy*

Pro's - Good to distract and/or trap an opponent.
Con's - The breef moment in wich the rian is launched back a the sky and frozen, would leave an opening for the opponent to attack.

I would use it to distract and if possible even trap a target, if/when i'm fighting more than 1 opponent at the same time. To avoid having to confront both at the same time directly.
I would counter it by using 'Chidori Nagashi' since the rain drops have been frozen, the lightning would easily tear apart the ice, having only rubble of ice fall around me.

Alright, on to A-rank.

Same drill.

(Touketsu Ame Aikuchi) - Frozen Rain Dagger
Rank: A
Type: Attack
Range: Short-Mid
Chakra cost: 30
Damage Points: 60
Description: An advance version of rain daggers where the user bounces the rain into the clouds. The higher up they go the more colder they get until they freeze and come falling down(similar to hail).

(Touketsu Ame Ittou) - Frozen Rain Blade
Rank: A
Type: Attack
Range: Short-Mid
Chakra cost: 30
Damage Points: 60
Description: An advance version of rain blade where the user bounces the rain into the clouds. The higher up they go the more colder they get until they freeze and come falling down(similar to hail) and unlike the original they do not turn back into train until after 3 turns.

*I use chakra control to manipulate several if not many of the falling rain drops, and having them 'bounce' back into the sky. As far as they can go, to the point where the temperature is so cold that the rain drops begin to freeze. At this point, i keep them going even higher, then simply use shape manipulation to gather and compress them into the shape several daggers, and let it fall down at a high speed directly above the training dummy, impaling it*

Pro's - Good to assault multiple opponents at the same time, possibly even summons.
Con's - Their size would make the noticable, but then again, the speed in wich they fall would make up for the size.

I would compress and release a giant bolt of lightning to clash against the dagger(s) and rip them apart before they can strike me. If it were more than one, i would use Chidori Senbon, to have the same effect, and defend against multiple daggers at the same time.
-----------------------
*Doing the same proccess yet again, i manipulate a portion of the falling rain to bounce back, and dive high into the sky, where the temperature is cold enough to freeze those rain drops. I then use shape and chakra control to gather them and stack them one after another to give form to a blade of frozen rain, wich runs down at a high speed, cutting the dummy completely in half from above.*

Pro's - Quick effective technique. Possibly a good aset to a combination.
Con's - Like other frozen rain techniques, the foe could notice the user sending rain back into the sky, wich would give birth to suspicions and possible counter attacks.

To counter it, i would use the 'water replacement' technique, being a blade, it would be easy to have it pass harmlessly across me, then i would just reform. That's the easiest way to avoid it that i can think of.

Good.

And just a quick note on these ice rain techniques. As a normal ninja you need to bounce the rain up higher so that it freezes before coming down. This of course takes a little more time making the techniques harder to use. But if you're a Yuki, you can use these techniques as if they were normal rain techniques by simply using the Ice KG to freeze the rain when it falls. Just makes it a lot easier. :p

Next:

(Hougeki Arare) - Bombarding Hail
Rank: A
Type: Attack
Range: Short
Chakra Cost: 30
Damage Points: 60
Description: Using this jutsu requires great chakra control, performing hand seals and sending chakra into the clouds. After a bit of development,(three turns) a ninja will form the precipitation of the cloud into hail. This hail will fall for a brief time from the clouds and by chakra control be targeted at the opponent.
Note:must have clouds in the sky to use this jutsu.

(Setsumou) - Snow Blindness
Rank: A
Type: Supplementary
Range: Shot-Mid
Chakra Cost: 30
Damage Points: N/A
Description: Used in conjunction with the Hidden Mist skill this makes things even more difficult to see. If used without the Hidden Mist skill, it is far less effective. The user makes snow begin to fall from the sky as thick as possible. This, of course, effects both the user and the opponent's vision.
Note:This jutsu must have rain clouds to perform and the snow takes three turns to fall and lasts for 3 turns.
Restrictions:Can only be used three times per battle.

*I first wave a few handseals and use chakra control to send massive amounts of chakra into the clouds, while the proccess for the technique takes place, i then fuse some more chakra into the sky, and enable snow to start falling across the entire field. The snow soon gets thicker, thus, it gets hard to see.

Pro's - Could to decrease the vision of my foe, specially if i'm fighting more than 1 person.
Con's - It also effects my vision, working as a double edged blade.

I would use a technique that helps disperse the clouds and stop the snow.
-----------------------
Now that a short period of time has passed, i go back to my first performance and using chakra control, form the precipitation of the cloud(s) into hail. The hail doesnt keep falling on it's own, but instead only a certain amount of it falls, wich i manipulate to launch it towards the training dummy.*

Pro's - Being ice structures, and with the distance from above to the ground they travel, their speed and power deals more damage.
Con's - Only falls for a brief moment, thus, it can't keep falling. Unless the technique is used again.

I think that by using 'Ash Pile Burning', i can create a cloud of ash infront of the direction the hail is coming from. Then detonating it, to destroy the hail, and possibly conceal my location from my opponent with the smoke.

Okay good.

Next batch:

(Suiton: Kouu no Fukkou) - Water Style: Rain's Renaissance
Rank: A
Type: Supplementary
Range: Short-Mid
Chakra cost: 30
Damage Points: N/A
Description: The user slams his hand on the ground and sends a large wave of chakra into the ground. This wave of chakra causes all small, nearby sources of water to fly back into the clouds to replenish them. This has little effect on natural storms but on artificial ones it can be used multiple times to lengthen it almost indefinitely.

(Kyuutai no Ame) - Orb of Rain
Rank: A
Type: Attack
Range: Short-Mid
Chakra cost: 30
Damage Points: 60
Description: After a long line of handseals, the user is able to place a large amount of chakra into their hands and gather rain towards their palms. The user must begin running towards the target of the jutsu, once enough rain has been gathered and condensed to form a fist sized orb of water in the user's hand, the user must place their hand near the target. The orb of water will "explode" pushing enemies back and creating openings for attacks.

(Hitoshirenu Ame Naifu) - Hidden Rain Knives
Rank: A
Type: Attack
Range: Short-Mid
Chakra cost: 30
Damage Points: 60
Description: The user creates the necessary handseals and rain drops in an area of 20 meters around the user is able to turn into sharp water needles, these are relatively weak but can be directed towards an opponent.

Rain's Renaissance; I take inhale deeply and exhale, i then get on both knees and compress massive amounts of chakra into both palms of mine. Without waiting any longer i carry on by slamming both hands against the firm ground before you, release the compressed amount of chakra through out the ground and making it 'blow' every water entity no matter how little it is, back into the sky.

Pro's - Can delay or avoid the opponent's future water techniques that require the water that i blew back into the sky.
Con's - Won't be as effective on natural water than on artificial, and by that, i assume chakra infused.

I can't really think of a counter since it's meant for supplemetary purposes, but i would trap my opponent in an orb of water with 'Water gushing imprisonment' to stop them from rasing the water on the ground.

Question! - For how long does the water stay in the sky?
-------------
Orb of Rain; I stand up and look at the clone that suddenly appeared a few feet infront of me. Having my plan already made up, i wave a long set of handseals and gather chakra into my dominant palm while i take out a flash bomb with my other hand. I then, use chakra control to attract water drops into my palm and use shape manipulation to compress them into the shape of an orb; while with my other hand, i throw upwards the flash bomb. Blinding momentarily the clone's vision, i take the chance to rush at it and plumb the rain orb into it's stomach, making it detonate and blow backwards the clone.

Pro's - Works similar to rasengan wich is a versatile technique, and may leave openings to attack.
Con's - User must get very close to the intended target, and having one hand occupied, the user is left at great risk.

To counter this i would use a rasengan, to tear the orb apart before it can make contact with me, and twist my opponents hand in the proccess.

Question! - If the user has to get close and smash the orb against the opponent, why does it say it has a mid range reach?
-------------
Hidden Rain Knives; I notice 4 training dummies start running towards me from my left, right, front, and back sides. So i quickly wave a set of handseals and use chakra control to manipulate countless raindrops within the sky to turn into several water needles, wich i control and direction down at the 4 dummies all around me, before they can reach me. Impaling every single one of them.

Pro's - Good to attack multiple foes at the same time, and has a good range of reach.
Con's - The needles don't have so much power, and can be blocked easily if seen coming.

I'd create a dome around myself to protect me from every and any angle/side were the needles would possibly reach me.

While that is a pro, the main pro of this is that you can sustain rain storms longer. Kind of important since we're doing rain techniques. :p

For the cons, that's not what it means. Its just as effective on a natural pool of water as it is one made by a ninja. Its saying that the technique won't add anything to a naturally formed rain storm since those last for quite some time anyway, whereas a rain storm created by a ninja generally has a turn limit.

I can't really think of a counter since it's meant for supplemetary purposes, but i would trap my opponent in an orb of water with 'Water gushing imprisonment' to stop them from rasing the water on the ground.
You can't really "counter" the actual technique, but you can counter the result by blowing away or removing the rain clouds.

Question! - For how long does the water stay in the sky?
Eh....not really sure. I suppose it depends on the amount of water affected. :p

C-rank: 1 turn
B-rank: 2 turns
A-rank: 3 turns
S-rank: 4 turns

Really just pulling that out of thin air.

Question! - If the user has to get close and smash the orb against the opponent, why does it say it has a mid range reach?
It should probably say short, but I'm assuming it says "mid" because you can start the process of running towards your target from mid-range.

Okay, next few:

(Hashira no Ame) - Pillar of Rain
Rank: A
Type: Attack
Range: Short-Mid
Chakra cost: 30
Damage Points: 60
Description: The user focuses rain to form as a large pillar before high up in the rain, and also focusing on a point on the ground where it should land, the water pillar has a radius of 4 meters and is a powerful jutsu to give an upper advantage against the enemy, the pillar dissolves as it lands on the ground creating a shock wave of water

(Hyaku Touei Ame Bushin) - Hundred Rain Reflection Clones
Rank: A
Type: Supplementary
Range: Short
Chakra cost: 40
Damage Points: N/A
Description: A large scale upgrade of the Reflection Rain clone. The user can create his reflection one hundred different times, these clones don't cause a threat to the enemy and is destroyed by one hit but can make the enemy confused and the user will have time to issue another attack. l The clones mimic the user's every move.

(Ame toraidento no Jutsu) - Rain Trident Technique
Rank: A
Type: Attack
Range: Short-Mid
Chakra cost: 30
Damage Points: 60
Description: A powerful jutsu that uses chakra to gather rain and form it into a long Trident. The Trident is able to change lengths at the user's well and thanks to the chakra has a somewhat solid form. The Trident returns to its' normal state shortly after creation. When the trident cuts into an object, it expands into said object causing more damage and sometimes can even be used to break bones.

Understood. ^^
========
(Hashira no Ame) - Pillar of Rain - I focus chakra into the nearby rain coming from a few feet infront of a training clone. I use chakra and shape manipulation to gather and compress countless rain drops into a strong and solid pillar of rain, before it hits the ground. Thus, at the moment it does land, it almost instantly dissolves, creating a shock-wave of water that pushes backwards the clone and makes it lose balance.

Pro's - It can be used to knock un-conscious a person by using it to hit their head or simply make foes lose balance.
Con's - Only 1 pillar may be created with each use of the technique.
-----------
(Hyaku Touei Ame Bushin) - Hundred Rain Reflection Clones - I focus and run chakra across all the rain falling around and above my opponent (in this case; clone). I then use chakra control to create my reflection within the rain and make hundreds of "clones" of myself to appear around the clone. Every single one of them having very real features, or atleast, good enough to make the clone doubt wich one is the real one.

Pro's - Good to distract numerous opponents and possibly gain the advantage.
Con's - They're mearly a reflection of the user, thus; can't deal any real damage.
-----------
(Ame toraidento no Jutsu) - Rain Trident Technique - I open my right palm foward and channel chakra into it. Attracting rain drops into it, countless of them. I then user shape manipulation and compress them into a single large 7 foot long and sharp trident with a good enough solid state. I then launch it directly at the clones kneck. The moment it stabs it, the trident then expands, making the wound deeper, shortly before the clone disperses.

Pro's - Awesome technique to fit my Loki bio, and can expand even after making contact with the target. The size may also be altered at the user's command.
Con's - It can't reach long distances.

Good, sorry for the hiatus. I plan on being more active for the time being. :p

On to the S-rankers! These are the creme of the crop.

First batch:

(Kadou Tsunami no Jutsu) - Vortex Tsunami Technique
Rank: S
Type: Supplementary/Attack
Range: Short-Mid
Chakra cost: 40
Damage Points: 80
Description: A highly advanced technique that draws all the rain into one point, this single point spins at high speeds, so high that they begin to pull the rain cloud into them. The final effect of this technique is a swirling storm of Water that rushes towards an opponent in a fierce tidal wave like motion.
The speeds that this vortex spins at are so fast that it is able to cut through armor. This technique, once sent out is almost impossible to stop and will continue going until the chakra supporting it runs out. As a downside, the storm will chase down an opponent and anything near an opponent, including the user of the jutsu .

(Haisou no Kouryuu no Jutsu) - Flight of the Rain Dragons
Rank: S
Type: Attack
Range: Short-Long
Chakra cost: 40(-10 each turn to keep this jutsu in play)
Damage Points: 80
Description: After performing a long row of hand seals, the user makes a small cut on each of his or her ring fingers and raises his or her hands to the sky. Some of the user's blood raises up into the sky, apparently as a sacrifice. The clouds then begin to warp and form into several dragons. Once fully formed, each of the dragons is capable of emitting one spiral rain spear per turn. The dragons also act as alternate sources of rain.

(Kuro Ame no Jutsu) - Dark Rain Technique
Rank: S
Type: Supplementary
Range: Short-Mid
Chakra cost: 40(-5 each turn after 3 turns have passed)
Damage Points: N/A
Description: The user forms the necessary handseals and the all the rain drops in the area becomes pitch black, they can be felt pouring down but would not be seen, and they would still be transparent. This is a very strong technique because as soon as this is done every technique the user create using this will be pitch black and the enemy will not see them coming

Typhon is back :hyper:

(Kadou Tsunami no Jutsu) - Vortex Tsunami Technique - I focus my chakra across the rain, and gather it all into one specific point, wich i manipulate to begin spinning at an un-believeable pace. I keep this up untill it turns into a swirling storm of Water that rushes towards my training target in a fierce tidal wave like motion. As a test, the dummy is wearing a regular armor, and when collided against it, the vortex cuts through the armor with ease. This signifies that a body with no armor is to take even greater damage.

Pro's - This technique is nearly impossible to stop.
Con's - The range of the technique is large enough to catch the user aswell as the assault.

-------

(Haisou no Kouryuu no Jutsu) - Flight of the Rain Dragons - I wave the small set of handseals required and then procced to bite my ring finger on both hands and lift both upwards into the sky. My blood then seems to levitate into the deepest of the sky. Then using extreme chakra control i create 3 large Dragons made out of rain. I then have one of the dragons shoot a long and sharp spear from it's mouth into my training dummy.

Pro's - Several dragons may be created and used as a source for future rain techniques.
Con's - Each dragon may only shoot 1 spear per turn.

Question: What rank is each spear categorized? A rank?

-------

(Kuro Ame no Jutsu) - Dark Rain Technique - After i wave a set of handseals and run chakra control on all the rain covering mid ranges, the rain turns into a pitch black color, however, still being transparent. Thus hiding any rain technique i use against my opponent. Since they wont be able to see them coming, avoiding them will be very hard.

Pro's - Turns most rain techniques "invisible".
Con's - Cannont use this over long ranges.

Hmm....good question. There's no skill called "Spiral Rain Spear" which makes it quite ambiguous. I'd say A-rank is a fair estimation.

Good.

Next:

(Suiton: Kouryuu no Jutsu) - Water Style: Rain Dragon Skill
Rank: S
Type: Supplementary/Attack
Range: Short-Mid
Chakra cost: 40
Damage Points: 80
Description: powerful jutsu that's into motion the creation of a dragon made of clouds. the dragon itself is very powerful and adds a level of versatility previously unknown to rain-based techniques. The dragon swoops down from the sky and onto the battlefield. Not only is it capable of shooting a spiral rain spear from any point on its body once per post, but it is capable of directing a small rainstorm from its body. This allows rain techniques to be used from the dragon, and become more localized.

(Rasen Yari no Kirinonai Kouu) - Endless Rain of the Spiral Spears
Rank: S
Type: Attack
Range: Short-Mid
Chakra cost: 40
Damage Points: 80
Description: An advanced form of the Rain Spear that uses chakra to condense a large amount of rain water into one place to form spears of water in the clouds. The spears can at any time be called down to strike an opponent with only one hand-seal. Unlike its predecessor, these spears are made of constantly moving water that can actually cut an opponent. They also move in a corkscrew pattern that can be slightly manipulated. By widening or sharpening the turns, you can change where the spear will hit mid-technique. The water will stay in the form of spears for a short amount of time (2 turns). Any spears that are not used by that time it will fall uselessly as rain.

(Kadou Boufuu no Jutsu) - Vortex Storm Technique
Rank: S
Type: Supplementary
Range: Short-Mid
Chakra cost: 40
Damage Points: 80
Description: A powerful high level jutsu that uses a great deal of chakra to pull down the storm clouds from the sky and place them around the user and enemy. The chakra that pulled down the clouds keeps them moving at high speeds so that neither the user nor enemy can escape. This jutsu in effect doubles the damage done by rain jutsu attacks and makes them more difficult to dodge. When this technique is used, the rain that comes from the clouds falls sideways, down, up, and near every direction, keeping enemies off balance.

Alright. ^^

(Suiton: Kouryuu no Jutsu) - Water Style: Rain Dragon Skill - I focus chakra into the clouds, and by using shape manipulation; i create a large and wide dragon. Similiar to the previous ones, however, this one hovers down towards level grounds by applying further chakra control. I then have it shoot a long rain spear from it's mouth, followed by a rainstorm from it's left side. Both attacking and confusing my opponents eye/sight.

Pro's - It is able to throw spears and rainstorms from anywhere of it's body, aswell as hover in gound level to have localized rain source.
Con's - The dragon itself cannot get into long ranges without losing control and turning into regular rain.

-------

(Rasen Yari no Kirinonai Kouu) - Endless Rain of the Spiral Spears - I take control over the rain that resides within range of the rain clouds and use shape manipulation to create several large spears of rain, these take a semi-corkscrew look and have actual cutting power. I then wave a single handseal and cause one of them to rapidly skrew into the training dummy's stomach.

Pro's - Can stay on the field for 2 turns untill needed.
Con's - They have to be created within the clouds.

Question: What is the largest amount of spears that can be created at one time?

-------

(Kadou Boufuu no Jutsu) - Vortex Storm Technique - I use an extensive amount of chakra, such that it's hardly able to be measured. I then focus it all into the rain-clouds above the field. Once done so, i manipulate the rain clouds themselfs to however down in a ring motion surrouding both me and the training dummy, preventing either of us from escaping. At this point, the rain starts to fall in diferent and opposite directions. Making it hard for live opponents to keep their balance and focus.

Pro's - Good to distract opponents and improve rain techniques.
Con's - The user can't escape from within either, making the usage of wide range rain techniques, a dangerous action.
