Ok for some time now we`ve been with out rules to regulate the battles here.This is not a full version.I will be adding to this as I finish each system.

Location rules
before each battle the fighters must pick a location to fight.The terrain(location) can be a mixture of places.Certain jutsu(sand,snow..etc) can only be used in certain locations.TO make it easier comprimise on locations so both users have a benifit,no on ehas a benifit or for handy cap puroposes where only one gets an advantage.Beside that the only rule is no fighting in unreally places that have not been seen in naruto.
Fight Procedures
In the arena there are orders of how to fight.There pretty simple and if the your not able to doge the attack then you take damage.
Attack Phase:Each fighter can enter attack phase once per turn.This is not limited to combos.The system is set up so you can only delcare an attcak phase once per turn.
The user can use all three types but is limited to three jutsu per turn.Combo jutsu are allowed but can not exced the three jutsu per turn limit.
Defence Phase:Each fighter can only enter Defence phase once there opponent(s) have used an attack.
During this pahse the user is not limited to using defence jutsu.During the defence phase you have the option to counter the attack with one of your own(can not excede 3 jutsu per turn limit), dodge it with a supplementary jutsu, or defend with a defencesive jutsu.
Jutsu Rules
- Each fighter can only use a maximum of 15 jutsu per match.This only applies to Specail Jonin and lower.Joinin can use 20, Sannin 25, kage and S rank 30, Legendary Nin 35, and Sage 40 jutsu per match.This includes elemental, ninjutsu, genjustu, doujutsu, and sealing jutsu
- Each fighter can only use three jutsu per turn.
- If you choose a "Special Element" you can only use that jutsu and the jutsu used to make that new element.This does not include the use of regular ninja arts or genjutsu.
- You cannot Block a elemental combo with just one element no mater how strong its level is.(example you cannot dodge a fire wind combo with just a water element even if its an S rank water against a two c ranks used as a combo)
- You cannot use shunshin(body flicker) to escape attacks that are performed up close.
Read Carefully the rules of character jutsu usage and ranks to move up
for each rank you can use more of other jutsu.To start of with as a student the fighter is only able to use there characters jutsu(that means you can use only E-rank jutsu that are not your own characters)The limit to this is 1 S-rank, 2 A-rank, 5 B-rank, 7 C-rank, 10 D-rank, and no limit on the E ranks(only for student and genin ranks)For Chunin there is 1 S-rank, 3 A-rank, 8 B-rank, 11 C-rank, and no limit on the D-E-ranks.Special Jonin and Jonin can use 2 S-rank, 4 A-rank, 10 B-rank, and no limit on C-E-rank jutsu.Anbu and Sannin can use 4 S-rank, 6 A-rank and no limit on B-E rank jutsu.Kage and S-Class can use 6 S-rank with no limit on A-E-rank jutsu.Legenadary and Sage Have no limit on the level type of jutsu they use per match.When you reach the Chunin rank you can use 5 jutsu that are not your characters.When you hit the Special Jonin and Jonin you can use 7 jutsu that are not your characters.Sannin-S-Class must have at least 3 of there own characters jutsu.
