• If a user feels as if the jinchuu is abusing power they get a Senior bijuu, Sensei or Mod to Determine if the Jinchuu is abusing thier power.
• No transformation into full bijuu if you used a chakra cloak.
  
• Jutsu Still Effect The Bijuu. No Matter What.
  
• Speed Only Comparable to the 1-3 IG.
  
  
• Accessing Bijuu Chakra- Last 3 Turns
• Tailed Beast Transformation v1 - Last 3 Turns, -10 health per turn. Usable Once.
• Tailed Beast Transformation v2 - Last 3 Turns, -15 health per turn. User Left Exhausted 1 Turn after. Usable once.
  
• -If User Goes Both v1 and v2 in the same battle and haven't killed opponent they lose.
• -After Tailed Beast v1 The User must wait 3 turns to activate v2
• - Tailed Beast Transformation - User may not use any Ninjutsu (With Exception of Nine-Tailed Rasengan -only usable by Kyuubi Jinchuriki- and Bijuu Specific Elements) or CE. other then Bijutsu.(New Jutsu Type Ive Created )

Yeah...I don't use such methods anymore...and that was a joke for fun lol

I don't know how well you fight without customs, so I can only judge your skill based on how others see you. =/

But I can hold my own quite well in battle, for sure. I fought evenly with Goro with no customs and we came to a draw (damn Kaguya clan jutsu >_>xd), and I fought with Bisha extensively without customs (lost because I made a minor mistake at the end of the battle =/)

Well, you don't have to go so far with drastic measures. The first rule was pretty good on its own to add to the first set of rules you made

The Next time the Target Shall Recieve an Infraction or thier bijuu usage taken away for a period of time depending on the severity of the abusale.
• Accessing Bijuu Chakra- Last 3 Turns
• Tailed Beast Transformation v1 - Last 3 Turns, -10 health per turn. Usable Once.
• Tailed Beast Transformation v2 - Last 3 Turns, -15 health per turn. User Left Exhausted 1 Turn after. Usable once.

I know I have no Jurisdiction over who recieves infractions or thier bijuu revoked but i think this will keep the power abusing in line greatly.

If the rules are implemented then yes you'll be able to but you have to have at least 6000 post.

it good but you should implement the part from the current rules if you go full biju mode then the user will be consumed after 6 turns if not they lose form having their humanity consumed other than that i think it seems alright tho tests would be good do determine whether the person is actually good enough to use the bijuu bio

Yeah. Those Rules Still Apply. and they Transformations take away from using it. So If I Used Tailed beast v1 3 full Turns then i can only stay in my bijuu mode 3 turns.

sounds good then but they should be made at a certain rank too perhaps so say Sannin second rank kage and total transformation because its effectively kinjutsu at sage and be treated like any other mode
