I agree with the senseis; From what I read they all find it OP and so do I.
A test could be another idea to sort this out, but somewhat I don't agree with the tests either, I feel like we are losing the fun of the RP by taking everything so seriously.
Not to mention, that if this was to be implemented all bijuus would need to get re-collected and re-assigned to specific people here.

You do not get it, or maybe you do but you don't want to publicly admit it cause you want to be one of the tailed beasts. Let me tell you a story:
Lets say we implement these rules, we make a test and 9 extremely capable and strong people from here get assigned the bijuus. They would be by definition capable and strong, cause else they won't be able to pass the test. And now comes the extremely interesting part
They form an alliance and they get someone with a Madara bio, or tell someone to make a Madara bio.
And here we get the Moon's Eye Plan in NB's Arena. Means we all go "genjutsued" permanently with no way to escape.
Now, tell me your thoughts, should we allow this to happen?

well, that would be too op, but maybe, Nexus could be the only one who could do that as madara (Meaning no other madaras can do it except they have special permission from all SuperMods and Nexus himself and are over sage rank)

Nexus doesn't have a Madara bio
And anyone who has one, can do that by definition. Powers originated from the Manga automatically get transferred in the Arena. So if this were to happen, typically, we wouldn't be able to stop it.
And the guidelines suggested here, will make everyone want to be a Jinchuu, meaning that the bijuus that are now hidden in villages will get transferred to people by that "test". So it is a possibility and we have to take this under consideration.
