First Off. You Have To Have 7 High Chakra Ninja -Kage Rank- To Transfer The Pieces Of The Bijuu Statue -Distrubuted Evenly Among The Groups Due To CK-
Next. Why Would The Jinchuu Just Willingly give up all of his power? Knowing His Bio Would Be Killed. Just To Pour It all Into One Person? Sounds Idiotic To Me.
Now If Someone wamted to capture the Jinchuu to steal thier Bijuu. then They Must Fight The Jinchuu 2 times. Winning Both. If They Do That Then. That Person Claims Rights to do what they please.
They Then Have To Do The Above Portion About Getting 7 High Chakra Ninja -Kage Rank- and Transfer it into the statue.
And The Part About The Test I Agree With. The Bijuu That Are Already Claimed Wont Have To Be. Otherwise it Wouldnt Be Fair.

Shigure - Rokubi
Kirabi - Hachibi
-Naruto Uzumaki- Kyuubi (I thought this was Noobinator's Bijuu But He Isnt Active Anymore)
Azaghast- Has The 5 Tails But He Isnt all That Active Either
~Toku~ -The Ichibi- is Active But He Doesnt Actively Rp. Ive Seen Him in Like 1 Battle and That Was Against Me.
-So In Order TO Keep The Bio They Would Need to Take the test-
So In Total This Leaves About 4 Bijuu Left To Be Distributed. The 2 Tails, 7 tails, 1 Tails, and 5 Tails.
As I Beilieve All The Current Ones Are Strong Enough To Bear The Title Of Jinchuu Already. And I Really Don't See Them Passing Thier Bijuu On To Anyone. Willingly.
Like he said....they might abuse their power =/Bijuu's are to overpowered.
I can imagine reading a fight.
"Your fire chakra does no harm cause my Bijuu aura is set, goes at amazing speed and kills you"
I really dont like this sorry
It will just be to much..and extremely unfair, Mostly cause the members who have them will abuse the power. =/

I have a Garra Bio 1 Tails and i like your rules and guidelines because i would like to use him to his full power
like some abuse there mod power U_U to become overpower within there bio

I've never abused my mod powers...I don't even use them for anything other than approving other people's bios and sticking threads. Besides, mods aren't even allowed to approve or decline their own bios. Only Rei can do that for mods. So take it up with her, not me. Cause you're saying that she is not capable of checking bios efficiently...which would be a big mistake on your part.
And all you're proving is that you lack so much skill that you have to retort to the idea of OPness just to justify your own insecurity :|
