I know but Oda could have easily waited until they did instead of Akainu issuing a new bounty for Luffy before he was sure Fuji wasnt going to actually bring him his head.

This is a poor excuse. Luffy is the son of the most wanted man in the planet and he is even a pirate captain(when Ace was a subordinate) who is known to have relationship with the marine hero Garp(his granpa), Rayleigh and other people like that
