Well, Pain decided to send another body to help Deva and I guess the best explanation is - he was afraid of Kakashi defeating Deva.
Additionally, another body arrived quite some time before Kakashi's back-up so Kakashi had to fight 1 VS 2 for a considerable amount of time.

Well, it's simple, really. Kakashi is the most renowned, besides Kage and Sannin, ninja in the narutoverse. There is no one who hasn't heard of him. Zabuza did, Kisame did, Pain did, Kakuzu did, Deidara did, Tobi did. Apparently there is no one in the manga who hasn't heard of Kakashi.
Now, most of these people are amazed on Kakashi's feats and compliment Kakashi's abilities in almost every aspect. Now, no one has ever heard of Darui before he appeared, and the only as of yet compliment he got is that he is A's right hand. Well, apparently Kakashi is not Tsunade's right hand. Kakashi is much more powerful than Tsunade is.

Who deserves more (based on what I said, so based on manga) to be called the stronger?

He is wrong, but you're really wrong yourself. On what basis can you tell what stats we can and what we cannot compare? Kishimoto stated those stats are NOT to be compared with other characters'. The only good they are for is to tell in which area the character is more skilled and to approximate the differences between skills in these areas.

Well, just read the Naruto Databook made by Kishi.

According to the 3ª Databook, Kakashi is definitely one of the strongest character in the series, and that's not my opinion, is the opinion of the author.

In the Databook, Kakashi have a level of 34.5 (max. 40)

Gai have 31.5.
Gaara have 29.
Hiruzen had a level of 34, below Kakashi.
Tsunade have 35
Kakuzu had a 32.5 level.
Hidan had 31.5.
Asuma had 32.5.
Itachi and Jiraiya had both a level of 35.5. And they, were, according to Kishi the strongest character.

So, as many of you, hopefully, can see, Kishi made Kakashi definitely one the strongest character.

And this, is the way that Kishi sees HIS world.

Is Kakashi Underrated??? Only by the haters of the character, not by Kishi.

A true NARUTO fan, reads and sees everything, anime, fillers, movies, manga, and, of couse, the Databooks, that Kishi provide.

He took a little time for planning. Besides, don't forget there were 6 other swordsmen there present as well. He had to be careful to avoid all of them while attacking Zabuza. And they are the 7 most powerful swordsmen produced within Kirigakure.
