Cutting something is accomplished by the extremely small surface of a blade applying pressure down onto another surface, causing that surface to split. Because Luffy's body mass is much higher in Gear Fourth, he'd be more rubbery. His body can compress down further under the pressure of the slicing attack more than normal, far enough that the pressure doesn't cause his skin to split. We can see the effects of his enhanced rubbery-ness when he bounces off of the ground and all the walls around him and can't stay still because of it.

The claim that Dogtooth has better Observation Haki than BM is still very well questionable. There is a reasonable chance, however unlike Armament Haki which is very straightforward, the CoO is much more nuanced and variated in terms of sensitivity and scope. Rayleigh for instance was able to sense Luffy on the other side of an island and Fujitora practically "sees" with his Observation Haki. So this subjective 100% claim of yours is not that certain as you make it out to be
But lets assume that is indeed the case. That and being stronger than BM are two completely different matters. There have been several characters that had a strong affinity for the CoO, but that didn't automatically qualify them as being strong characters. For example queen Otohime was very adept at it, however her body was incredibly fragile and Aisa, the girl from Skypeia, was likewise very good at it, but she's a child.
So even if Dogtooth would have the strongest CoO in the world, that doesn't say anything about him potentially being stronger than BM. And saying that he's better in one specific department is pointless as for example Nami does better than BM in the beauty department while Brook is most likely a better musician. It's not like all the Yonkou are omnipotent beings.

Having superior Observation haki =/= an indicator that Katakuri is stronger than BM nor does the notion of her asking Katakuri what happened an indicator.
And it's funny how you choose to ignore the fact that Mama was built like a balloon and hyped to tank any normal attacks and receive little damage, so why aren't we accepting and assuming the fact that BM is stronger than Katakuri because her armament haki is superior to Katakuri's?
