Kisame > Tobirama in Suiton until proven otherwise. The guy barely has any Suiton feats, and people like to put him above a guy like Kisame, who can turn a dry wasteland into his very own water source. And that's just the beginning.

Since the others aren't defending Tobirama well enough, I might as well have my say. It's not hard to put Tobirama above Kisame in terms of suiton (by hype, of course), when he invented FTG and Edo Tensei, yet his specialty lied in suiton, not S/T or kinjutsu.
If there is a fight between Tobirama and Kisame .I think Tobirama will win. I think he has got plus one element too. My imagination. He has got ftg edotensei and goju kibakufuda.But my thread is here for not who will win but about will Tobirama can use kisames' techniques?

Though he most likely could since nobody ever mentions his justu to be exclusive and tobirama was the most powerful water ninjustu user ever
either way whatever he had it was obviously on such a large scale he is still recognized as the best even to this day
