Tobirama can use high Suiton techniques, but he is not better user than Kisame. Kisame has showed to be the best Suiton user in the series. There is nothing you can say against it before someone like Obito or Bee says it/Tobirama shows us which I doubt will be compared to Kisame's feats.

Tobirama should be above kisame Hype wise as he is said to be the best in the manga ( or was it the strongest water user one of those)

It has never been stated that he was the best/strongest.

Welp, no. It's doubtful that Tobirama has knowledge on those jutsu and even if he did, he may not be able to perform them. It's like saying Hiruzen or Itachi could perform Madara/Obito's massive Katon just because they have impressive skills in that field.

Tobirama would need to know the hand signs, have the chakra reserve, and need to master it. It's a likely scenario that some of the more known of Kisame's jutsu rely on far too much chakra for Tobirama to use. I.E. Great Shark Bullet, Water Dome.

I'm damn sure Tobirama has the chakra to use these justus, but then again I hope he doesn't just use Kisame's justus as it would make both of them look less Original, I think Kisame's justu are special and make him diff.. So I hope Tobirama comes up with his
