can kakashi one shot any shinobi in the narutoverse with kamui?

Kakashi improved his Kamui very well. Therefore Kamui would be dangerous for almost anybody. But fast Ninjas are virtually off the hook.

Henge no Jutsu
Kawarimi no Jutsu

there are however, people he definitely cannot kill with it:
1. Minato and Tobi, fellow s/t users
2. Naruto, too fast
3. Kabuto, too fast+can sense danger, take massive amounts of damage+shed his skin
4. possibly rinnegan users, the deva paths may negate it as gravity has an effect on space and time (although I doubt would bring physics that far into naruto)

Kamui is basically a rigged jutsu to begin with. "technically" it makes Kakashi Invincible [except in front of Tobi]. plot is the only reason holding Kakashi back.

techniqually yes but he would also need prep time also which isnt easy against plp like mei raikage onoki, they arent just going to stand their and watch him prepare with it.

I don't know about any shinobi, but I'm sure he can.He has improved alot, his speed has definatly gotten better, if he can counter an sussanno arrow I'm sure he can catch a shinobi with it. He warped a speeding missile that was about to kill choji. That's got to say something, and yes he is my favorite character so I'm always gonna be a bit biased when it comes to Kakashi. I'm not to go as far as to say he can just one shot anybody, but I'm sure it can be done.

IMO, the following can counter it:
1. Rinnegan users (preta might work, ST should disperse it)
2. Susanoo users (kinda doubt it, but maybe...)
3. Tobi and Minato, probably other S/T users.
4. Naruto, A and other super fast shinobi.
We don't really know how easy it is to dodge or move away from (the way Deidara did).

It's not like Kakashi only has to glare at the enemy and the absorbation works in an instant, just like the flames of Amaterasu appear instantly; no. Even though Kakashi's speed at using the technique increased quite much, his eye needs to be focused on the target for some time in order to fully absorb it - and that time is Kamui's biggest weakness. As I said, it does not work instantly, it requires some time - even if it's only a few seconds - to focus on the target after its activation. That time can simply be used for any kind of shielding or teleporting technique, pretty much rendering it useless.

Now, the arrow Sasuke shot cannot be compared to a human, since their sizes totally differ. The arrow was long but small, so it was basicly shot right into the black hole.

Honestly the only reason he caught deidara's arm is because of plot no jutsu kishi just wanted to show off Kakashi new trick

Deidara never flys in straight line smh I hated that moment as for being hit wit it no the only person I can c it hitting is anyone from amachi clan (choji) and that's only of they turn into giants he would b able to hit them an maybe a Susanno

Kakashi is much faster now then he was back then. Deidara would only need to fly in a straight line for three seconds for him to catch him these days. He may fly fast but not that fast. He was flying in a shraight line to stay on top of naruto. Only ninja like naruto and the raikage could dodge it so easy. Other fast ninja like Guy may just evade it. Unless using the eight gates it would be easier. Sasuke and itachi speed combined with the sharingans perception would allow them to dodge it. Tobi said it would not work on him and iam inclined to believe him.

Isn't kamui just a s/t jutsu that sends things to another dimension? not really killing them.. for instance it ripped Deidaras arm off.. of course he was flying away from it but then again they did find Deidaras arm and reattached it?

I can't really believe kamui is a offensive technique that's why kakashi only uses it defensively
