Kisame is a high kage level fighter; He can very well beat Jiraiya. The only issue is Sage Mode and the chakra that comes with it. Hiruzen, highkage? Wow.

I'd be okay if Tobirama had feats to back this up; But what you're saying is a FEATLESS character is better then an effortless lake former.

But they can't cut lightning. Yes sasuke has many variants of chidori, but non of them are stronger than Kakashis lightning blade. Kakashi also has good lightning mainipulation, Lightning clones, Lightning kunais, lightning running beasts ect.
