Kakashi can cut lightning it beats all of Sauskes lightning techs. Kakashi also has good mainipulation lightning clones and lighting beast jutsu ect.

I think Fire is Madara hands down, we've only seen Sasuke use like two different fire techniques; he is much more proficient in his lightning techniques. I agree with the rest for the most part. I would put Sasuke ahead of Kakashi in lightning release even though his chidori isn't as good as Kakashi's raikiri. Sasuke's arsenal is just much larger it seems and he has the strongest of the techniques in Kirin.
