It's not cannon? For one. And, 30% of Kisame's full power has been more impressive then this. Be honest with yourself, KH. Tobirama has not once shown a water jutsu to be on par with Mei; yet alone Kisame. He used two water styled attacks. None impressive. One spit up. One relying on the spit up water.

Tobirama is a noob in suiton, as of now.

He has normal, decently powerful Katons, but also Amaterasu, the strongest Katon. And he can control the strongest Katon far better than Itachi.

Enton is not Katon first of all, and Bakufu Ranbu=Gouka Mekkyaku.

Sasuke only got Housenka/Goukakyuu , those are fodder Jutsus...

Hiruzen got Karyuu Endan, also stronger than all of Sasuke's Katons.
