In fact, many people were shown to use the water dragon bullet technique (Zabuza, Kakashi, Mei, Itachi), whereas Kisame was the only person in the manga to use the Water dragon bullet, as well as his flooding techniques. Kisame used jutsu only he's shown, and Tobirama's shown jutsu other people have shown, so you telling me whether he created it or not is more or less collapsing your own argument.
